California’s fire-hazard maps distinguish State and Local Responsibility Areas and multiple hazard levels. The statewide Zone 0 rule package remains under final review; local fire authorities can also have separate vegetation or building requirements. Check the parcel, the type of work, and the current rules with the relevant agency.
That means the correct answer starts with the exact property—not just the city name.

Does every home in a listed city need a new fence?
No. A city name or hazard designation alone does not establish a fence replacement requirement. Check the exact property, current state and local rules, and how the fence connects to the structure.
Is California’s statewide Zone 0 fence rule final?
The Board of Forestry says its Zone 0 rule package remains in final review with the Office of Administrative Law. Check the Board’s current update before treating a statewide fence change as required. A local rule may apply separately.
